26 year old Matthew Foerster is now charged with first degree murder in the killing of armstrong teenager Taylor Van Diest.
He had initially been charged with second degree murder.
First degree murder suggests the killing was planned and deliberate.
The 18 year old was murdered last Hallowe’en evening and was found near some train tracks.
Foerster’s father is also charged in connection with the girl’s death.
