Mayors are still missing a key document vital to understanding the RCMP contract.

Richmond Mayor Malcolm Brodie says the ‘Companion Document’ is like a guide to the contract as a whole.

“The companion document will be used to interpret the contract that we are being asked to sign. We have not seen this companion document, so it is like seeing two thirds of a contract. We see what the contract itself says but we don’t have the guide to the interpretation of that document.”

Brodie says the document isn’t just key to understanding the contract.

“It is not enough just to look at the provincial municipal contract in order to see what it says and then make interpretation from there if there is a dispute you are going to look at the companion document as your first avenue to determine how the provincial municipal contract should be interpreted. We don’t have the document, don’t know when we are going to get it, and we need it.”

He says with the contract signed by the province and Ottawa months ago and already several extended deadlines for municipalities to sign on he has no idea why the document has yet to arrive.

Brodie says even worse municipalities are left out of negotiations over the companion document.

He says also missing are any costs associated with the new RCMP headquarters in Green Timbers, and costs to do with the integrated teams, along with the definition of governance.

The provincial governments “hard” deadline for contract hold outs to sign the deal, or else, is at the end of the month.
