The city of Surrey and the S-P-C-A are asking for public help in finding the owner of a puppy who has suffered severe rope burns, believed to caused by a muzzle tying the dog’s mouth shut.
A resident found the pup in City Centre and brought her to the Surrey Animal Care Centre.
The S-P-C-A has launched an investigation.
