Pandora landlord charges dropped by city

The owner of an illegal rooming house that burned down, killing three men, is no longer facing legal action from the City of Vancouver. 

The fire at 2862 Pandora Street shortly before Christmas of 2010 killed Garland McKay, Dwayne Rasmussen and Stephen Yellowquill.
 
Although several bylaws were violated by the occupants, the City’s Prosecutor has determined the file against the owner, Choi Leong, did not meet the charge approval standard.
 
City officials have not yet responded to a request for an explanation.

A Coroner’s Inquest in October ended with the jury making a number of recommendations including increased penalties against the owners of properties failing inspection.
 
That suggestion is still under review by BC’s Attorney General.
