Deadly hit and run driver faces dozens of new charges

  One of Vancouver's most-wanted fugitives is back in police custody. Xiao Zhang was arrested November 18th after impersonating a courier to steal mobile phones valued at more than 500 dollars.  The 25-year old is facing 33 new charges.
