Metro Vancouver proposing up to $12 increase

Metro Vancouver is proposing up to a $ 12 increase per household in its upcoming budget.The regional district is putting together its 2013-2014 budget. The boyfriend of a 40-year-old woman whose body was found dumped in a North Vancouver park last year has pleaded guilty in her death.
